The Procurator of the Mission & trangère in Hong
Kong who owns or leases from the Chinese Govern. ment Monkey Sland in Amoy Harbour approaches the govemment with proposal to exchange the Island with the Imperial Government for a grant of land here to extend their buildings. The Procurator gives to understand that Russians want to acquire the. Sland
coaling station as there is deep
as a

water and two ships can coal at the same time. I have communicated with British Minister at Pekin. I do not know if the Island would be of if the Russians would be allowed to acquire it. If the Hankow - Canton Railway extended to Amoy it would be doubtless very usefiel to any Power. The story of Russians on the other hand seems put forward as an inducement to Great Britain to acquire it by exchange of land here. the Procurator asked for an answer [before?] he goes to Shanghae September 8th. I shall cause him to be informed that
